Louisville Metro Office of Resilience and Community Services is open to schedule HOPE Assistance appointments through the Neighborhood Place network. The Office of Resilience and Community services will be transitioning to a new software system. This change is an important step towards enhancing our ability to serve families more holistically, helping us track progress towards goals and paving the way for future innovations. We recognize that changes can bring challenges, and we ask for your grace and patience during this transition period. Our team is committed to making this process as smooth as possible, and we appreciate your understanding as we grow together. 

The HOPE Assistance program is designed to assist senior and disabled populations living on a fixed-income to reduce household debt to their leasing agent, Louisville Gas & Electric, and Louisville Water Company. Assistance is limited to households that do not have the ability to grow their income due to age, retirement, and/or disability. Maximum household assistance amount is capped at $1,000. Funds are paid directly to the leasing agent, landlord, or utility vendor.

You will receive a confirmation number when your appointment is scheduled. Keep this for your records. You will need it to check the status of your application at a later date.

To qualify for HOPE Assistance, applicants must:

  • Be a Jefferson County Resident;
  • Be at least 62 years or older and/or disabled head of household; and meet at least one of the following criteria:
    • Living on a fixed income from Social Security/SSDI, pension, or retirement benefits;
    • Zero income AND pending SS/SSDI (must verify that benefits have been filed and pending); or
    • No earned income in the home.

Additional criteria include:

  • Household income must not exceed 200% Federal Poverty Guidelines; 
  • Household may receive HOPE funds ONE-TIME.

Eligibility for all programs is subject to program calendars, fund availability, appointment availability, verifiable household income and family size.

Required Documentation includes:

  • Picture ID for all household members 18 years and older;
  • Social Security verification for all household members, or permanent residence card, or birth certificate for children under 2 years old, or self-declared undocumented person(s);
  • For utilities payments, a utility bill with current or past due balance;
  • For rent payments, the lease agreement and tenant ledger or past due notice;
  • Proof of fixed income;
  • Pending SSD/I application for those certifying zero income;
  • Current W-9 for vendors not already in our assistance system.
